          Universal Prekindergarten

          NYS Universal Prekindergarten Program (UPK)

          The Office of Early Learning provides oversight and technical support to school districts in the development, implementation and evaluation of programs and policies related to educating students in prekindergarten to third grade that are aligned with the NYS Board of Regents Early Childhood Policy. The Office works closely with parents, early care and education agencies, school districts, state agencies and other community advocates to coordinate programs and resources, with the goal of making New York's early learning system as comprehensive and seamless as possible.

          The Office of Early Learning application, entitled 2020-2021 Universal Prekindergarten Program (UPK) Application, can be accessed by logging onto the business portal at http://portal.nysed.gov.   Once logged into the business portal, click on the SED Monitoring and Vendor Performance System link located in the My Applications section to access the UPK application. 

           

          Superintendents may refer to the SEDDAS User Guide for further information on creating SEDDAS accounts for other district staff or by contacting the SEDDAS helpdesk at: seddas@nysed.gov for further assistance.

           

          For your convenience, we have developed the MVPS Quick Guide that provides instructions on how Superintendents can entitle other district staff as users to the Office of Early Learning (OEL) portion of MVPS.  It is important to note that Principals and all other designated staff have a district level SEDDAS account under the district BEDS code; otherwise, the UPK application will not be accessible.  For additional assistance with entitling SEDDAS account holders to access MVPS/OEL applications, please contact the SEDDAS helpdesk at seddas@nysed.gov.

          PreK - 3rd Grade Learning at Home

          The New York State Education Department and the Office of Early Learning have provided activities and resources for families and educators to use while children are at home during the the COVID-19 pandemic. Some activities are online computer resources, while others make use of non-technological resources. Educators are developing ways to use technology in continuity of learning plans. On July 16, 2020, NYSED released guidance (.pdf) to help schools and school districts as they plan to reopen.
